Executive Head
The Employment Insurance Board of Appeal Executive Head is selected and appointed by the Governor in Council, on the recommendation of the Minister after consultation with the Commission.
The Executive Head manages the daily activities of the Employment Insurance Board of Appeal, provides regular reports to the Commission on its overall performance, and is responsible for the Regional coordinators and Members.
Regional Coordinators
The Employment Insurance Board of Appeal (EIBOA) Regional Coordinators are appointed by the Governor in Council for terms of up to 5 years.
The Regional Coordinators support the EIBOA Members by providing guidance, managing logistics, and overseeing operations within their designated regions. They act as a liaison between the Members and the Executive Head. Their role helps ensure consistency, efficiency, and quality in the appeal process.
Members
The Employment Insurance Board of Appeal members are appointed for part-time terms of up to 5 years. Each appeal hearing is held in front of a three-member regional panel consisting of the following: a presiding member, a member representing the employers, and a member representing the workers.
Their role is to make well-reasoned decisions on appeals with respect to the eligibility of benefits under the EI program. They ensure that appeals are dealt with fairly, efficiently and in accordance with natural justice.
