Regional Coordinator or Member Complaint Process
If you are concerned about how a Regional Coordinator or Member has acted, you can send a complaint in writing to the Employment Insurance Board of Appeal (EIBOA).
We have a process in place to review and address concerns about conduct or behaviour. This process is fair and transparent, and it respects the independence of decision-making.

- This process does not review or change decisions.
What you can complain about
You may submit a complaint if you have concerns about:
- Conduct during a hearing
- Courtesy, respect, or professionalism
- Conflicts of interest or the appearance of bias
- Significant delays attributable to the member
What this process cannot address
This process cannot:
- Change the outcome of a decision related to an appeal
- Review findings of fact or law
- Act as an appeal or reconsideration process
If you disagree with a decision, information about appeal or judicial review options will be provided separately.
How the complaint process works
- Complaint received: Your written complaint is acknowledged.
- Screening: The complaint is reviewed to confirm it is within scope.
- Informal resolution (where appropriate): Minor issues may be resolved through clarification, feedback, or coaching.
- Formal assessment (if needed): Serious matters are reviewed more fully. The member has an opportunity to respond.
- Outcome: You will be informed of the outcome by mail, subject to privacy and confidentiality limits.

What outcomes are possible
Depending on the findings, outcomes may include:
- No action (complaint not substantiated)
- Feedback or guidance to the member
- Education, training, or mentoring
- Other measures permitted by law
Confidentiality and fairness
Depending on the findings, outcomes may include:
- Complaints are handled confidentially
- Members and complainants are treated fairly and given an opportunity to respond
- The process respects adjudicative independence
